Yes, it must have been quite a crash when the driver of some vehicle was lost. As time went by, a tree grew on the spot and protected his remains, else he would have just rusted away! As it was, he lost his right foot - it appears to have corroded away.
As you can see, no right foot and his condition is a little rough. But, I expect he has been in the ground for about 90 years, based on the size of the tree.
I can find nothing similar on the internet, so no real age is possible for other than how old the tree was. Style of hat was popular from the 1890's through the 1940's It is obviously a steering wheel he is holding. On his butte is a peg that would fit into a hole in whatever he originally was seated upon or in. Oh yeah, he is made of cast iron.
Also, perhaps a hint, he was cast in two pieces and then welded together.
